The Institute's public-interest research starts with a real condition, decision, or institutional problem. The useful return may be a report, a short briefing, or another practical form.

Independent paper and Institute method
The Audit: From Coherence to Answerability.
Christopher Knorr’s paper asks how a document remains answerable for its evidence, authority, limits, harms, protections, and corrections even when the writing itself appears coherent.
The Institute uses a separate operational standard for its own releases. The paper may inform that standard without becoming an Institute-controlled publication.
Limits
Research can inform a decision without replacing the people who make it.
Research can improve understanding without replacing the people or institutions who hold the relevant decision, professional role, or cultural authority. Access to information does not by itself create permission, standing, or responsibility.
